Denise Park has been Chief Executive of Blackburn with Darwen Borough Council since May 2019.
Denise has 30 years’ local government experience, joining Blackburn with Darwen when it became a new unitary authority in April 1998. She has worked with services across the local authority leading on the budget strategy and a number of corporate transformation programmes and key partnerships. Whilst Deputy Chief Executive, she was responsible for all resources and place-based services, including regeneration, growth and environment.
Denise has led the development of the Corporate Plan and the Council’s new values as part of the organisational development programme. She is also overseeing the Children’s Services Improvement Plan.
Denise has chaired the Lancashire Local Resilience Forum (LRF) Covid strategic coordinating group and is involved in the Lancashire & South Cumbria Integrated Care system and the Blackburn with Darwen place based partnership for health and care.
