Andrew has been Chief Executive of Cheshire West and Chester since 2018, during which the Council has twice been shortlisted for LGC Council of the Year. The Council area covers the historic city of Chester, one of the UK’s leading industrial centres in Ellesmere Port, and a significant rural area. Andrew was previously MD of the Tees Valley Combined Authority and Assistant Chief Executive at Newcastle upon Tyne. Moving from central to local government in 2010, he previously worked on economic development across the North, and as a senior economist in HM Treasury.
