Andrew was appointed Chief Executive of Cheshire West and Chester Council in July 2018, serving a population of 340,000 - including Chester, Ellesmere Port, Winsford, Northwich and a large rural area. The Council has a strong track record in delivering high quality local services, investing in its communities, and delivering effective local partnerships. Since joining the Council, Andrew has focused on investment plans for town centres, a cooperative and customer-centred culture for service delivery, and a sustainable long-term financial framework. He has played a critical role in the borough’s response to the covid-19 pandemic. Andrew is also Town Clerk of the City of Chester, a role with a 900 year history, and a Returning Officer for local and national elections. Andrew’s background is as an economist, working at local, regional, national and international tiers of government. He was the first Managing Director of the new Tees Valley Combined Authority, overseeing the creation of the new authority, and the establishment of its constitution and investment plan. From 2010-2016, Andrew was Assistant Chief Executive of Newcastle City Council: a time of great challenge for local government with significant cuts and transformation of services. He was Director of the Northern Way from 2007-2010, responsible for a major programme of economic cooperation across the North of England, and before that Deputy Regional Director for the Government Office for the North East. From 1991-2004 he was a senior economist in HM Treasury, with roles leading on tax policy, international economics, financial regulation and employment policy, including a spell as a board member for the European Bank of Reconstruction and Development. Originally from West Lancashire, he holds degrees in economics from Cambridge and Oxford Universities.
