Corporate Director of Adult Social Services,
Martin Farran has been an executive corporate Director of Adult Social Services for a number of years with statutory responsibility for social care functions with lead responsibility for the wider health and social care agenda, and promoting wellbeing and prevention. Has also had responsibility for a joint strategic commissioning and development unit supporting integrated health and social care services on behalf of the Council and PCT, plus strategic developments with other key agencies. Martin has experience of providing critical leadership and support to a number of key strategic developments at both a Directorate and Council level, for example a positive outcome from CQC formal inspection of safeguarding and prevention, achieving good and excellent. He also established a transformation programme across health and social care in the LSP - "People In Control" - which drove change based on personalisation principles. In addition, Martin established integrated telehealth and telecare with a single hub across health and social care.
I have over 30 years’ experience of working in social care in both the voluntary and statutory sector, mainly within a Local Authority. I am currently the Director of Adult Social Care and Health in Liverpool City Council and prior to that was Director of Health, Housing and Adult Social Care in City of York Council and previously Executive Director for Communities in Barnsley, South Yorkshire.
My vision is to have future Health & Social Care and Community Services that improve people’s quality of life, health and well-being based on personalisation/self-directed support, ie:-
- Promoting independence
- Putting Communities and Service Users in control
- Giving improved access, including information, advice, sign-posting
- Greater choice embracing alternative models to meet needs, including community-led enterprises
- Integrated services provided flexibly by all agencies with the focus on supporting the community and/or ensuring individual service users achieve the outcomes they want.
