Steven has been Chief Executive of Three Rivers for fourteen years, during which time it has been transformed multiple times. Creating shared services since before they became generally necessary, the degree of shared services with other agencies is profound. His was the first Hertfordshire Authority both to accommodate a Police Station on its premises, presaging many further shared uses for the Three Rivers estate, and to set up a highly successful green waste scheme. In its latest iteration, the Council has made great strides on its business and commercial transformation, in the process securing the financial future of the organisation. He sponsored and delivered in a partnership comprising seven Herts councils a wholly LA-owned Building Control company that is the largest in the country, the Board of which he now chairs. Other commercial development opportunities are exploited through further joint venture companies in partnership with a series of other agencies.
