Basingstoke and Deane Borough Council
Mel is Chief Executive of Basingstoke and Deane Borough Council. He has a successful track record in the management of large scale customer facing services, organisational change and transformation initiatives, and the delivery of large scale regeneration and development projects. 94% of Basingstoke and Deane residents are either satisfied or very satisfied with living in the borough.
Historically Basingstoke has seen high rates of housing and employment growth and this will continue as the borough is identified for major growth as part of the government’s Garden Towns programme. Current large scale projects being delivered leveraging the council’s property holdings include procurement of a joint venture partner for Manydown, a £3 billion project comprising 2,000 acres on the edge of Basingstoke which will provide approximately 8,000 homes in a high quality environment for which master developer Urban and Civic, backed by the Wellcome Trust, have been selected; the recent completion of new speculative Grade A office space with Abstract Land within the council’s freehold 1.25 million sqft. town centre Basing View Business Park, together with the council committing £23 million of forward finding for a major new office building for American pharmaceutical company Eli Lilly which will be retained within the council’s £300 million investment property portfolio; together with redevelopment of the council’s 60 acre Leisure Park to provide 500,000 sqft. of new leisure facilities anchored by a 250,000 sqft. Designer Outlet Centre with New River Real Estate Investment Trust.
Mel is a member of the Royal Institution of Chartered Surveyors, holds a BSc(Hons) in Land Management and an MBA from City University.
