I am a qualified social worker and have worked in local authority roles as a residential care worker, social worker, Reviewing Officer/CP Chair; team manager, service manager, assistant director, and director of children’s social care services, within a local government career of almost 35 years.
I joined Cheshire East Council in September 2015 as Executive Director of Children’s Services and deputy Chief Executive. Nine months later, my role was converted to Deputy Chief Executive and Executive Director of People, which included Children’s Services, Adult’s Services, Communities and Public Health. Since April 2017 I have been Acting Chief Executive.
Before joining Cheshire East Council, I held the role of National Director for Social Care in Ofsted. This role saw the introduction of an improvement role for Ofsted in relation to failing children’s services departments and the development and introduction of new inspection frameworks across the width and breath of children’s services activity.
Prior to this I worked at Warrington Borough Council, joining the authority in the role of Director of Children’s Services (DCS) and then Executive Director of People (Children’s services, Adult services, and Public Health).
During my career, I have worked in several other North West authorities including Halton Borough Council, Knowsley Borough Council, Rochdale Borough Council, Lancashire County Council and St Helens Council, as well as a deputy Director role focusing on Children’s Social Care for Serco, based in Stoke-on-Trent City Council as part of a government Intervention & Improvement team.
My key achievements in relation to Children’s Services came during my time in Children’s Services at Halton Borough Council, Stoke-on-Trent and Warrington councils where I successfully led the authority out of government intervention and delivered improved inspection outcomes ensuring better services and experiences for vulnerable children and young people.
I have chaired the North West ADCS DCS Forum and represented the region on the ADCS national committee.
Since April 2017 I have been Acting Chief Executive at Cheshire East Council. During this time there have been some significant challenges to be addressed including the suspension of the Chief Executive, the S151 Officer and the Monitoring Officer and investigation into their conduct via the IDC process. There has been an ongoing police investigation in relation to the council’s procurement activity since 2015 and I have subsequently referred other matters to the police for investigation.
