ANDY BEGLEY J.P. MPhil, CHIEF EXECUTIVE, SHROPSHIRE COUNCIL An accomplished leader within local government, Andy has enjoyed over 25 years of success, across both the public and private sector. Having worked within Unitary, County, Metropolitan and London Boroughs, roles have included Chief Executive, DASS, Exec Director of People (including Public Health & Housing), ADASS Trustee, National Policy Lead, and West Midlands ADASS Chair, as well as professional advisory roles to the NHS and Local Government. Andy began his public sector career within learning disability services. In 2006 he was awarded an MPhil for his research into the dual diagnosis of mental health and learning disability and he remains a passionate advocate for health and social care. Andy continues to drive the agenda around data informed decision making, promoting innovation and opportunities for early intervention that will improve population health and wellbeing. From strategic planning and policy setting to operational delivery as provider or commissioner, he understands the landscape of the public sector, the mechanics of local government, and the nuances of system wide design and delivery. By maintaining focus on outcomes and impacts, Andy understands how to leverage the capability and expertise of partners and stakeholders and realise the true potential of collaboration and cooperation. With an informed focus on behavioural economics, and a track record of progressive organisational leadership and development, he continues to influence and shape system responses to the requirements of a post covid economy. As a Chief Executive, Andy has delivered significant organisational change during some of the most challenging years in the history of local government. His focus on operational discipline and hygiene whilst driving economic development and opportunity, has created the right conditions for success. Supporting staff development, reimagining the role and function of key services, and pivoting the entire organisation to manage demand differently, has driven outcome improvements for citizens as well as financial benefits for the organisation. Andy contributes to national debate and provides challenge and thought leadership to contemporary issues both as a speaker, and through written articles in key publications and journals.
